The single elected head, along department with the combined business offices staff members, assumes numerous local governmental responsibilities. Ive always felt that the clerks position was put into county government to serve in a neutral capacity between the commission and the public, reveals Norm Prichard. The clerk is responsible for keeping county governments door open to the public. According to Prichard, the clerks duties include acting as the countys election officer, setting commission meeting agendas, taking minutes and accurately recording governmental Norm Prichard actions. Residents wishing to approach Carbon lawmakers with an issue are placed on an agenda upon request. The clerks office issues and maintains permanent records of all local marriage licenses and assists citizens with passport applications. In addition, the staff members shoulder several burdens, including data processing and non-statuato- ry county microfilming records. Carbon County goes the extra mile and also takes care of local city elections, Prichard pointed out. The county clerks office trains city judges for the election process. This is not the case in other places. On the auditors side, Prichard oversees the countys budgetary process. As the chief budget officer, the auditor prepares and administers Carbon governments financial guidelines. To assure tighter control and accountability regarding the expenditure of public money, the office assigns payroll, accounts payable and accounts receivable responsibilities to individual staff members. The auditor supplies financial statements to the commissioners and county department heads on a monthly basis. The office staff makes the documents available to the general public, and residents may review the financial state- ments documents upon request. We have a unique situation in Carbon County, Prichard explained. The clerk auditors office meets the accounting needs of approximately 29 different Rinds. Its actually the most method of handing the funds. In addition to its other duties, the clerkauditors office also operates the countys switchboard and conducts the annual May tax sale. The sale involves properties listed on the countys roll with overdue taxes that have been delinquent for five or more years. cost-effecti- The county clerk auditors office has a good rapport with the commission we dont always agree, but we come to terms, Prichard concluded.
