Suddenly, one breaks away. The driver begins to maneuver into the inside lane, weaving between cars, aggressive, seemingly fearless, accelerating to a dangerous speed. Suddenly the car seems to lose control as it veers, tires screeching, toward a rail. Why doesn't the driver turn the wheel? ... Not a scene on the auto racing track, but on any road or highway on any Friday night. As a professional race car driver, I cond decisions that are a stantly make normal part of being on the track. I am one car in a pack of 30 to 40, and I've gained a healthy respect for speed and maneuvering abiity. A race requires every bit of concentration I can direct to my own machine and those around me. My life in auto racing has shown that driving either a formula race car or the family station wagon requires a clear head and quick response. Yet if I ever were drunk behind the wheel of my street car, I thought I could handle it. After all, I drive cars for a living. So when the AAAOhio Motorists Association asked me to participate in a drunk driving demonstration, I readily greed. I was asked to drive an obstacle course while sober. "No problem," I said. "I'm a pro, this is second nature to me, I can drive on pure instinct." Then, under direct supervision of police officers and the State Highway Patrol, they started plying me with drinks. It took just over four glasses of wine for me to become legally drunk; a blood alcohol content of .10 in Ohio. So under my own power, but staggering a bit, I was taken back to the obstacle course and again put behind the wheel of the split-secon- car. had become pre'.tv cocky and This was going to be a piece of cake, so I thought. I put the key into the ignition (albeit with some difficulty) and pushed the gas pedal to the floor. I was terrific on the and even beat my "sober" straight-awa- y time by several seconds. Then I had to come to a fast stop at one of the pylons used to mark the course (I ran it over). The next step was to put the car into reverse and back it up (I kept missing the reverse gear and I self-assure- d. putting it into neutral). Then I had to swerve the car left or right, depending on a hand signal from a police officer (the signal didn't register quickly enough; I had to stop the car to turn). The point had been made. I drove faster than I did when I was sober (inhibitions went out the door with my sobriety), my judgment and reflexes became so slow as to be useless, coordination. and I had very poor hand-ey- e Though I could perform some of the mechanical functions of driving, I lost appreciation for the dangers of the road along with my ability to react. On the race track, we would never tolerate a reckless, wild driver who would surely endanger the lives of any of us. Should anything less be tolerated from drivers on the street? Of course not. Yet, as you put your car on the road on any given Friday or Saturday night, be aware that one of the 10 cars around you will be driven by a drunk of driver. And remember that about one-haaccidents those killed in alcohol-relate- d aren't the ones who were drinking. We actively, even willingly, participate in a game of chance that is driving while under the influence. Stop and think ... a typical person who drinks four or five beers over a couple of hours (even less in Utah), is legally drunk, or close to it. That person gets into a car, onto the street, and is thoroughly convinced that driving is no problem, despite the fact that focusing on other cars and holding the car in one lane is a major feat. That is the person who may not be able to get reflexes to kick in when a traffic light is turning red. Will there be time to stop the moment a child runs into the street in front of the car? Tough drunk driving laws are necessary to protect us from those who will not use enough common sense to stay away from a powerful machine that in the wrong hands can become a deadly weapon. I support enforcement of those laws and organizations such as the National Federation of Parents Youth and Mothers Against for Drug-Fre- e Drunk Driving that work hard to save people from hurting themselves as well as the innocent. As I travel the country on the Super Vee racing circuit, I will continue to reach out, particularly to youth, and encourage them to g drugs and stay away from the alcohol that can do more damage than they ever imagined. Street driving, like race ar driving, carries a responsibility to respect the machine and concentrate on its operation. This is a responsibility that none of us should lf clerk-treasure- future. Again, the people crying mismanagement 'now, I believe, ultimately caused the mistakes by irresponsibly calling for an unneed-e- d audit a few years ago. Is the Utah Taxpayers' Association, really interested in solving problems or in good management? Or is it just out for its own ends? Had this been an elected official's campaign with these allegations thrown out in the last days of the campaign with no chance to adequately refute them, it would have been labeled "dirty," "underhanded," and a "smear" campaign. district in the Alpine is the lowest-fundelowest-funde- d state, one of the poorest districts in the nation. The UTA was not interested in whether funds were mismanaged, it merely wanted something to incite the patrons against the leeway vote. Now that it is defeated, UTA will fade away. The UTA said it "polled" its members as to whether they wanted the leeway or not. UTA members, did your leaders "poll" you or did they use your contributions to propagandize you and others? I know this happened because I have talked to businessmen who were so approached not "polled" but propagandized against the vote. For instance, is it true, as they told you and others, that a tax increase would not result in more money per pupil here since the state guarantees the level of funding? This is not true. All the money would have stayed here. The state guarantees only $1,124 ($1,180 next year) per pupil. Alpine has less than $1,800 total per student. The state average is over $2,000 with some districts over $4,000 per pupil. The national AVERAGE is $3,400 almost double Alpine's funds. Do you solve budget shortfalls by denying needed funds? And there were other misleading statements made by UTA and other "anonymous" groups as well. My contention is that the UTA and those "anonymous" groups (perhaps they were the same people in all the groups) did not act responsibly or even honestly in opposing the leeway. The funds from the leeway are not the only losses these groups are causing. The loss of morale is far more devastating to our children's education and the health of the district. Morale of the district is at an all time low. Teachers and administrators fell like quitting or stopping all the extras they have traditionally added with no expectations of reward. David N.
