Andrus announced today the release of a draft report describing how the Bureau of Land Management (BLM) will manage the 170 million acres of public rangeland it administers in the West. The draft report, "Managing the Public Rangelands," is the first comprehensive statement of rangeland management policy published by BLM in nearly 20 years. "Passage of the Public Rangelands Improvement Act last year signaled a new Federal commitment, reaffirmed this summer in the President's Environmental Message 'to improving the productivity of the public rangelands' to meet the full spectrum of needs for livestock grazing, wildlife and wild horse and burro habitat, soil erosion control, and protection of water resources," Andrus said. "These lands, and the benefits they provide belong to all Americans," Andrus noted. "We are asking everyone who has a stake in them to help us design a strong and balanced management program for the -- UJ99t0 et Casuals Now On Sale $22-$3- 0 we have an assortment of styles in Chenille, acrylic, famous jeans from Alpha Pacific, and more. The draft report describes: the Bureau's rangeland management policy and the management philosophy behind it; the specific objectives of the program and targets of accomplishment; how rangeland management decisions will be made and implemented; the opportunities and challenges presented by the environmental impact assessment process; how improvement projects will be funded; the schedules for completion of the components of the program, and how those with an interest in the program can be in- volved. According to BLM Director Frank Gregg, "While the Bureau's responsibility is to improve and sustain health of the rangeland ecosystem to the long-terproduce benefits for users of these lands throughout the Nation, we recognize the special closeness to these lands felt by communities in the West, and we feel a special responsibility to manage these lands in ways which maintain that way of life. We hope they will read this draft report carefully and help us ensure that, in its final form, the Bureau's rangeland management program is sensitive to their needs." According to the draft report. BLM's overall rangeland management policy is "to effectively manage the basic resources of the public rangelands to Improve the maintain their productive capability to serve the full range of national, social, economic, and environmental needs." Special targets in the statement include; improve rangeland currently in poor or fair condition to in higher classes; reduce erosion on land currently severe, critical or moderate condition and stabilize areas in slight erosion condition; make water of suf ficient quantity and quality available to provide fot the needs of vegetation. v i ' ' |
