V the flour, salt, pepper, and papri-Tcreserve any remaining flour. 2. Brown meat evenly on all sides in the hot fat in a Dutch oven or remaining saucepot. Sprinkle flour mixture over meat. 3. Add the garlic, herbs, and IV2 cups water. Cover; simmer 1 hr. 4. Blend in a mixture of tomato paste and 2 cups water; mix in the vegetables.
