' Survey administrator - Amy Graham, an economist at DOD Health Affairs, said persons who use health care frequently should be able to complete the survey in about 30 finish it in about users can minutes. In the fiscal 1993 Defense Authorization Act, Congress ordered DOD to do annual health surveys beginning in 1994. The Defense Manpower Data Center is preparing the surveys using addresses in the Defense Enrollment Eligibility Reporting System. DOD will keep beneficiaries' identities confidential. DOD will mail the surveys in early September. Health care officials hope to send Congress a survey report in January 1995. The survey will ask beneficiaries about: D Access Questions look at how easy it is to enter the health care system and what services they need. Questions include regular source of care, preventive service, waiting times and prenatal care. D Use of services Questions measure annual visits, admissions and source of care and permit comparisons of the use of military vs. civilian facilities. D Familiarity Questions ask whether beneficiaries have a source of information for various aspects of their health care benefits. D Health status The survey includes a 'g health status inventory. Satisfaction Questions include overall satisfaction and satisfaction with specific aspects of health care. Other questions will chart demographics such as age and gender. This year DOD will send the survey to active-dut-y and retired members and their spouses. Future surveys may include children. DOD will survey beneficiaries from each military hospital in the United States and overseas as well as those living outside hospital catchment areas. 36-ite- m itary women. DOD will also use survey information to monitor variations in health care delivery around the world. Local hospital commanders will use survey data to identify areas fof improvement. The health survey status will help them plan to deliver the types of health services patients will need. This information will grow in importance under an enrollment system where satisfaction has a direct impact on beneficiaries' choice of health care plans, said officials. DOD will send reminders to people who don't return their surveys. A high response rate is important, Graham said. "A survey is only as good as its response rate," she said. "If people don't respond, we won't know what they think about the system. This information will help us make a better military health care system for all beneficiaries."
