The 512th Fighter Squadron was inactivated at Ramstein and activated at Aviano as the 510th FS. The 526th FS inactivated at Ramstein in March and became the 555th FS at Aviano. Both moves, which involved about 1,400 people, resulted from the 86th Wing's mission changing to airlift, said Ramstein officials. An Office of Management and Budget bulletin establishing the new U.S. government policy states that "all officers and employees of the Executive Branch" who use commercial air carriers for domestic and international travel on official business shall use coach-clas- s accommodations, with very limited exceptions. If there are only two carrier, classes of seating available (as on most domestic flights), the higher of the two is considered first-clasIn flights with three or more classes, those between the lowest and highest are considered premium class and may only be used in limited circumstances. Rules regarding frequent flier benefits have also changed, MTMC said. While they can still be used to reduce future travel costs, such as obtaining free tickets, they can no longer be used to upgrade to first-clas- s on subsequent official travel. Frequent flier benefits can only be used to travel by premium-clas- s with certain limitations.
