Show HILL TOP TIMES Friday, January 10, 1986 I qJ Defense secretary challenges members, employees Secretary of Defense Caspar Weinberger is call- ing on all service members and civilian employees to achieve a new level of excellence during DOD Productivity Week, Jan. The secretary noted that the event is "particularly significant at this time considering the president's productivity initiative to increase the productivity of the federal government by 20 percent by 1992.'.' In a memo to all the services, Secretary Weinberger wrote, "Improving the productivity of the department offers both an opportunity and a challenge. It offers an opportunity to focus the creativeness of our people, the defense work force, on finding better ways to accomplish the defense mission. It pro 13-1- 9. , vides a challenge to defense managers to meet the president's goal." The secretary noted in his proclamation that "The Defense Department is tasked with attaining the highest level of productivity from the resources provided by Congress." The secretary went on to caution that "Productivity gains do not, however, just happen. They must be aggressively pursued. They come through proactive efforts, dedicated people, and the full realization of improvement opportunities." The proclamation added that "Failure to improve productivity wastes people, money and materials, which are costs the department can ill afford in sustaining a strong defense. "I am personally committed to achieving the highest level of productivity across all defense operations," the secretary stated. "I encourage every individual in the defense community, both military and civilian, to look for opportunities to improve the processes, products and effectiveness of his or her organization. "By being innovative and creative, and by aggressively pursuing goals of excellence and productivity, we can make significant gains in defense readiness. "Equally important," Secretary Weinberger added, "these efforts will ensure full value from the funds entrusted to us by the American taxpayer." The DOD observance is part of National Productivity Week, mandated by legislation recently (AFNS) passed by the House and Senate. news notes Retiree raise suspended The 3.1 percent adjustment military and federal civilian retirees were scheduled to receive in Jan. 1 paychecks has been suspended. Air Force incentive pay officials here said the suspension has deferred the COLA until President Reagan decides whether a sequester is necessary to meet budget cuts. They emphasized that the COLA has not been eliminated. cost-of-livin- g Sequestration means that funds originally programmed are withheld to meet deficit reduction ceilings. Under the debt limit ceiling extension, automatic which includes the Gramm-Rudmadeficit reduction provision, all automatic increases, including COLAs, are deferred. If a sequester is necessary, President Reagan will issue an order by Feb. 1, officials said. A sequester n would eliminate or reduce the amount of COLAs. If a sequester is not ordered, COLAs will become retroactive and will be included in March paychecks, officials said. Called Systematic Training for Effective Parenting, or "STEP," the program will take 13 weekly sessions to complete. d of classes offered Variety The Center here offers a Family Support variety of classes and programs for all individuals dealing with such topics as money management, job fundamentals and child behavior. During January, three classes will be offered to assist individuals in developing their interpersonal skills. They are "Issues in Marriage," "Building Relationships with Communication" and "Meeting the Stresses of TDY." All classes are free of charge.
