Approves the fiscal 1986 military pay raise making continuing appropriations for fiscal 1986. Commonly called Continuing Resolution Authority, the fiscal 1986 Department of Defense Appropriation Bill has been incorporated into the CRA which will fund DOD and other federal agencies until Sept. 30, 1986. The president signed the bill the same day. Key military personnel provisions of the bill are summarized below. Budget amounts apply to the Air Force. The bill: 19, Approves the fiscal 1986 military pay raise. Reduces new Air Force selective reenlistment bonuses funding by $16 million. Extends military and civilian flat rate per diem test until permanent legislation is enacted with the understanding that this provision is intended to be in effect throughout the period covered by the CRA. Approves provisions to limit variable housing allotment overpayments to half the difference between housing costs and sum of variable housing allotment and basic allowance for quarters. Instructs DOD to implement VHA for new personnel arriving in Alaska and Hawaii. The following permanent change of station initiatives have been approved: 1. Requires the services to absorb the cost of dependent per diem and mileage allowance within the Available fiscal 1986 permanent change of station moves or costs. 2. Agrees to fund increased household goods weight allowance for junior enlisted personnel with dependents to 5,000 pounds, but limits junior enlisted personnel without dependents to 1,500 pounds. Funds new payment of mileage allowance for dependents under 2 years of age. 7. Funds new permanent change of station reimbursement for travel to disignated places by member to relocate family after reassignment to an unaccompanied tour. Reduces retired pay accrual account by $2.98. Continues to limit funds for dependent student travel but removes prohibition to fund travel within CONUS. r Allows DOD to conduct a pilot home health care test project of providing CHAM PUS coverage for home health care in lieu of hospital care to chronically ill dependents of active duty members. The intent of the provision is to save funds by identifying the most cost effective means for health care coverage to be provided by the government. Approves new programs for special and incentive pays. Equalization of officer and enlisted hazardous duty incentive pay rates at $110 per month. Hostile fire pay, and revised dental officer pay but provides no specific funds. Services must absorb the cost. DOD currently purchases alcoholic beverages from a central national distributor in order to reduce costs in Class VI stores. Allows DOD to initiate a funded environmen-ta- l and morale leave program within available resources for servicemenbers and their command sponsored dependents when stationed in certain hardship locations. Deletes a Senate requirement that commissaries charge prevailing local price (less state and local taxes) for cigarettes. Directs DOD to submit a report by March 1, 1986, assessing the effects of cigarette prices on military consumption patterns, the health of military personnel, and the economic cost to the military and society. Additionally, directs DOD to report on the economic impact of increasing the price of tobacco products in commissaries and exchanges and of including state and local taxes in tobacco products. Prohibits payment of Army college fund "kicker" in addition to enlistment bonus and new G.I. Bill. Funds the use of the loan repayment program for critical skills and the armed forces health professional scholarship program for training in critical combat skills.
