The photograph to the left of John A. and Elizabeth Tallon was taken in 1924, one of the years that Tallon served as Mayor of Park City. Mr. Tallon was born In Westport, New York, but came to Park City with his parents at the age of two. He followed in his father's footsteps and became involved in the mining industry. He was a hoist engineer at the Silver King Mine for 29 years, and was subsequently subse-quently the mill superintendent superin-tendent at the Silver King Coalition for 31 years. Tallon was elected mayor of Park City for two terms; 1924-1925 and 1934-1935. He was also a member of the city council coun-cil from 1918 to 1920. In addition, he served as president of the Miner's Hospital board of trustees, a trustee of Elks Lodge No. 734 and the Knights of Columbus, and a member of St. Mary of the Assumption Catholic parish. He was a charter member mem-ber of the Park City Kiwanis Club, and served as a member of the city's board of education. In addition to his professional profession-al and civic accomplishments, accomplish-ments, he was a husband, father of five, and had six grandchildren at the time of his death on January 27, 1950. Intern,-Park City Museum Arthur Edward Howells Funeral services will be held at 1 1 a.m., Oct. 12, at the Park City Cemetery for Arthur Edward Howells who passed away on Sept. 17, 2X)2. Arthur has resided in Park City since 19. He is survived by his immediate family of Gail Howells. and four children, Michael Howells of New York City, Art Howells attending the University of Mississippi, Susan Howells attending Auburn University, and Valerie Howells of Michigan . Arthur was born in Colorado Springs on Jan. 16, 1926. He served in World War II and the Korean War for the U.S. Navy. Art enjoyed a wonderful lifelong life-long career in sales. He retired in 1981 as Senior Vice President of Sales for the Kellogg Company after 33 years of dedicated service. During his retirement he enjoyed woodworking, keeping informed about the economy, econo-my, and working at the Park City Samsonite Luggage store where he made numerous friends. All those who knew Art recognized his strong work ethic, positive attitude, and the devotion and love he provided in raising rais-ing Arthur and Susan in his retirement years. Utah celebrates clean water Utah is taking part in a national celebration to commemorate the 30th anniversary of the federal Clean Water Act. Gov. Mike Leavitt has signed a declaration establishing October 2(K)2 as "Clean Water Month" and 2(X)2 as the "Year of Clean Water." The celebration marks a milestone in the efforts to protect the nation's and Utah's water resources. During the month of October, the Utah Department of Environmental Quality (DEO) is joining with volunteers, citizen groups, schools and other agencies to participate in a National Water Monitoring Day. Also, a group from Provo High School has been invited by America's Clean Water Foundation to represent Utah at the Youth Watershed Summit in Maryland. "The Clean Water Act is the single sin-gle most important piece of federal legislation that has stopped raw sewage and industrial discharges to lakes and streams and has required discharge permits," said Shelly Quick, environmental scientist in the Utah division of Water Quality. "In Utah, more than 1,1 (X) permits to control pollution discharges have been issued, and water quality has been maintained and improved in spite of substantial population growth." The U.S. congress enacted the federal Clean Water Act in 1972. The Act calls for measures to not only prevent water pollution but also to clean up water that has already been polluted. In 1953, the Utah Legislature enacted one of the first water quality laws in the nation - the Utah Water Pollution Control Act. This Act created a Water Quality Board to address pollution problems, established water quality standards, allowed for classification of waters according to uses and required treatment of waste discharges dis-charges from municipalities and industries. "Utah was a pioneer in recognizing recogniz-ing the need to protect and preserve the stated water resources. It was one of the first states to achieve secondary sec-ondary treatment of sewage in every community," said Don Ostler, director direc-tor of the Utah Division of Water Quality. During the past 30 years, Utah has achieved a number of milestones mile-stones that have greatly contributed to better water quality for Utahns: Utah is now able to monitor 75 percent of our 16,000 miles of streams and 95 percent of our lakes based on acreage. Permitting programs are now in place to protect surface and ground water. There are 1,134 surface water permits and 119 ground water permits per-mits to control pollution discharges. Plans have been completed to restore one-third of Utah's impaired waters. More than 700,(XX) Utah households house-holds are now connected to modern sewer systems served by treatment plants that meet pollution standards. $443 million of federal and state monies have been provided to help Utah communities build wastewater treatment facilities. Clean Water Month also promotes pro-motes individual responsibility, encouraging all citizens to take care of and protect water resources for current and future generations. "What each of us does on a daily basis affects water quality. Therefore, we are all part of the solution by preventing water pollution," pollu-tion," Quick said.
