Directed by legislation passed in 1991 by the U.S. Congress, the purpose of the study will be to determine the level of drug and alcohol use in the motor carrier industry and to evaluate the feasibility and effectiveness of an on-going roadside testing program nationwide. The Utah Department of Transportation's Motor Carrier Safety unit will receive a grant of $1.2 million to fund its portion of the study. Motor Carrier Safety officials will randomly select truck drivers at the state's ports of entry to be given both breathalyzer and urine tests. UDOT will contract with private health care facilities to supervise collection and analyze the samples. UDOT expects to take 42,000 alcohol and 10,500 drug tests during the year-long study. The Federal Highway Administration is to submit a report to Congress on the results and findings of the pilot program by April 1994.
