It also produced some dramatic shifts as to who must pay the tax. This was the conclusion of a study on the effect of tax reform on Utahns prepared by Utah Foundation, the private, nonprofit tax research organization. Duchesne city filed 637 returns for a gross income of $10,258,000 and $1,412 in federal taxes per return. Utahns paid more than $2 billion in federal and state individual income in-come taxes during the 1987 tax year. Approximately three-fourths of this total represented federal income in-come tax collections and one-fourth was the amount paid to the state of Utah after the 12 12 percent state (ax rebate. Foundation analysts point out that federal income taxes as a percentage of adjusted gross income in Utah declined from 11.4 percent in 1970 to 10.5 percent in 1987. This slight reduction reduc-tion in federal taxes, however, was more than offset by a $54 million increase in state income taxes during dur-ing the period. During the 1987 tax year, the average av-erage adjusted gross income in Uuh ranged from a high of $25374 per turn in Davis County to a low of $1518 in Pluic County.
