Mayor Syndcr gave Chief Robert T. Downard an ultimatum June 13, that he should either quit his part-time part-time job as the Vernal Express sports editor or face possible firing as Chief of Police. The mayor discussed with Vernal City attorney Larry Steele June 7 his intent to issue the ultimatum. In a letter to the mayor dated June 14, Steele reaffirms his advice to the mayor at the June 7 meeting that he should not issue the ultimatum. In a statement approved by the city council Monday, the council determined that the city's policy on outside employment stales that no employee may engage in additional employment which in any manner interferes with the proper and effective effec-tive performance of Ufkul duties cir hn.h retulti in conflicts cf inirf- Cvt. The council further concluded con-cluded that Mayor Snyder had no legal authority to change the outside employment policy without first going go-ing to the council and Mayor Snyder has no legal authority for firing Chief Downard without first going to the council. Steele explained that the office of mayor is a statutory creation and the person holding that office has only those powers conferred by statute. "There is no specific statutory authority au-thority granting power to the mayor alone to remove the chief of police," Steele said in the release.
