Show ORDINANCE NO. 8-19-85 THE BOARD OF COUNTY COUN-TY COMMISSIONERS of the COUNTY OF UINTAH UIN-TAH ORDAINS AS FOLLOWS: COMMUNITY DISTRICTS ESTABLISHMENT OF COMMUNITY DISTRICTS COMPOSED OF COMMUNITY COM-MUNITY AND NEIGHBORHOOD COUNCILS, AND UINTAH UIN-TAH COUNTY COMMUNITY COM-MUNITY COUNCIL Article 1 ENACTING CLAUSE Sections: 1-1 Purpose 1-2 Establishment of Community Boundaries 1-3 Community Boundaries Boun-daries 1-4 Amendment of Community Boundaries 1-3 Community and Neighborhood Councils 1-6 Participation 1-7 Elections 1-8 Uintah County Community Council Sec. 1-1. Purpose. The purpose of establishing community districts, community and neighborhood councils in Uintah County is to provide pro-vide legally recognized mechanisms by which a geographical area may be identified as a community com-munity or neighborhood for the purposes of formulating for-mulating and presenting recommendations of actions ac-tions within the authority authori-ty of the county which affect af-fect that geographical area by force of law or practice. Sec. 1-2. Establishment Establish-ment of community districts, for purposes of this title, Uintah County shall be divided into community districts as described in sec. 1-3. Sec. 1-3. Community Boundaries. Community council boundaries shall be defined as those boundaries boun-daries of geographical areas of community and neighborhoods of common com-mon interests. The boundaries boun-daries shall conform as closely as possible to natural boundaries while maintaining where possible possi-ble the integrity of political entities such as voting districts, school districts, and service districts. Sec. 1-4. Amendment of Community Boundaries. Boun-daries. Nomination Nomina-tion and election procedures pro-cedures and terms of office of-fice shall be specified in the bylaws of each council. coun-cil. Notice of the time and place of a community communi-ty election meeting shall be published or distributed in advance so all residents may have the opportunity to attend. The electorate shall be comprised of any resident resi-dent within the community com-munity or neighborhood who is eighteen years of age or older. Sec. 1-8. Uintah County Coun-ty Community Council. There is , hereby established a Uintah County Community Council, hereinafter referred to as UCCC. Each community or neighborhood council shall elect one or more individuals as determined determin-ed by the bylaws of UCCC to represent such community or neighborhood council in the membership of UCCC. The UCCC shall communicate and support sup-port the joint concerns of community and neighborhood councils to the board of county commissioners com-missioners as requested by UCCC membership. Article 2 POWERS AND DUTIES OF COMMUNITY ' COUNCILS Sections: 2-1. Municipal Services .Recommendations 2-2. Commission Participation Sec. 2-1. Municipal Services Ser-vices Recommendations. Each community and neighborhood council shall be encouraged to develop priorities regarding regar-ding municipal services and facilities for its community com-munity and neighborhood. These recommendations should be communicated in writing to the board of county commissioners on an annual basis for use in policy development develop-ment and in the budget process. Community councils are encouraged to arrive at such recommendations recom-mendations pursuant to duly held and well publicized hearings in each community or neighborhood. The board of county commissioners should encourage all department depart-ment and division directors direc-tors and encourage elected officials to provide pro-vide resourceful Information Infor-mation to the L'CCC. Sec. 2.2. County Commission Com-mission Participation.
