Show Larry Denham of Burrows and Smith, met with the Council and explained the procedure for selling the Special Improvement District Dis-trict bonds. Interest on the bonds which will carry maturity ma-turity dates from one to ten years range from 8.75 percent per-cent to 10.25 percent.will average 10.02 percent. On motion by Maxey, seconded by Turner, Turn-er, the resolution and ordinance ordi-nance were passed unanimously unani-mously to issue $80,000 in bonds. The ordinance is printed elsewhere in this issue. is-sue. Jack Erickson, of Erick-son Erick-son Electronics met with the board. He said he was making application for an FCC permit to set up a low power television franchise in Beaver County. They propose pro-pose to offer three to five channels to begin, with movies, mov-ies, sports and children's programs. Eventually they might handle local sports. In order to get the FCC permit he must have a franchise fran-chise in each of the communities com-munities the signal will be broadcast. The station will be located In the Mineral Range, and he's also seeking seek-ing franchises In Beaver and Minersville. The station would offer only selected programing, family type movoes,etc.The signal would be scrambled, and subscribers would have to rent an unscrambler at $15 to $20 per month to receive re-ceive the signal on their home TV sets. Councilman Maxey, head of the local TV committee questioned if it would interfere inter-fere with network TV. He was assured it would not. Erickson said the permit would include a 2 way com -municatlon station, and that he was working with the Beaver Hons TV committee commit-tee to establish their network net-work translators on the site. He presented an ordinance to the city which would grant him the necessary franchise. However, it was referred to the TV committee, and no action was taken. Doug Gilliam and John Jimenez met with the Council Coun-cil to request they be joint sponsors with Minersville and Beaver of the Beaver County Jeep Patrol, a search and rescue unit, affiliated state and nationally. He said they were noTong-er noTong-er affiliated with the Sheriff's Sher-iff's Department, but wanted want-ed to continue county wide. They will advertise emergency emer-gency numbers, and can be called out by anyone who needs their services or by police departments In the three cities. Maxey moved to make Milford a co-sponsor of the Jeep Patrol, and It passed unanimously. Mayor Young reported on the progress for Industrial In-dustrial Park funding. He read a letter from the Four Corners Administration, granting supplemental fund ing, and said that Economic Development Administration funding had reached the point where he was just awaiting the announcement. A letter from Major Mc Mains thanked the city for their willingness to accept growth, work with developers develop-ers and annex developments and provide services for MX impact. He suggested they adopt a formal resolution to that effect to better establish es-tablish their position. The Mayor was authorized to have the resolution drawn up for action at a later meeting. meet-ing. Councilman Turner presented pres-ented information that Vernal Ver-nal was requiring $1,&J0.. for a sewer connection, and the cost to be $2,000. after roads are surfaced. He suggested sug-gested the city should consider con-sider adjusting their fees. Mayor Young said that Roy Miller with Job Service had indicated the city was in line for up to seven CETA slots this year. The city utilizes CETA funding in hiring summer help. A letter from Beth Edwards Ed-wards clarified her request for a reduced water rate tabled last meeting. She said she was not making the request re-quest on the basis of need, but as a means of collecting compensation for damages when the sewer backed up In her basement. The city's insurance denied the claim. The request was denied. Turner brought up the chuckholes in the streets and said that it did little good to fill them with gravel, which . is quickly kicked out by traffic. traf-fic. Mayor Young said that mulch wouldn't hold either until the weather warmed up. |
