It should remove for all time any doubt of the unanimity of the city council coun-cil or community support lor the golf course and other recreational projects. Doubt which many have felt has caused the Bureau of Outdoor Out-door Recreation to bypass Mllford's applications while funding similar projects In surrounding communities. Dear Mr. Bennett, Project Director: "This letter will serve to express my personal disappointment disap-pointment relative to a recent re-cent communique from your office Informing the Mllford City Council that once again our reauest for financial help "I have heard all of the reasons given for not funding fund-ing the project; reasons such as1 not enough money to go around, small population served by the Milford area and low priority ranking. True these are justifiable reasons for your agency but again I do't buy them. "There is nothing as unequal un-equal as trying to treat un-equals un-equals equal. Small communities com-munities in isolated areas are burdened with many Inequalities, In-equalities, and yet that same community is expected to bear its fair share of state financing and state controls and regulations. Our needs cannot be placed on the same balance scale as others. "Federal agencies close offices or services, state agencies transfer professional profes-sional personnel without replacement, re-placement, state fish hatch - mitting an application, the last one for an amount of $60,000 which represents such a small per recipient amount, I too feel the same what's the use. "However, I'm not going to allow decisions such as yours to dictate my life style and ambition and I hope my fellow citizens will feel the same way and begin again to believe in themselves and each other and demonstrate pride in themselves and their community. Rekindle an attitude at-titude of we can do it ourselves our-selves without subjecting selves to political manipulation. man-ipulation. Sincerely, ' LEE R. PETTEY MILFORD CITY COUNCILMAN cc: Scott Matheson, Governor" And though this bill confines con-fines claimants to the affected affect-ed area, including Beaver County, it does not preclude the possibility of another bill. And who knows maybe may-be I can prove that fallout from the hydrogen bomb did enter the poker game on D deck in the middle of the Pacific. Pa-cific. "Red" In developing recreational facilities . had been turned down. "Reasons for the action were given and I'm sure with some justification. But I don't buy the continual denial de-nial of our request. For a period of five years we have submitted a request for aid In helping complete a local golf course. For five years we have complied with all recommendations even to the extent of thepasslngof a bond Issue by our local citizens to provide matching revenue for the grant application. Our last application was for an amoi it of $60,000 and was for a multl recreational program pro-gram Including a jogglng-physlcal jogglng-physlcal fitness area for all citizens: completion of a picnic pic-nic pavlllion; new rest room facilities for swimming pool; and the improvement oi an existing five hole golf course. eries are closed, and this insidious disease affecting small communities strangles strang-les economy and growth to the extent that the community commu-nity is left with citizens who are apathetic and with anat-tiude anat-tiude ot "it's no use" and "Whats the use of trying". "Thousands of dollars of state funds are expended annually an-nually by state leaders and agencies to travel to Washington Wash-ington and plead for special consideration for small populated states such as Utah. Countless words are spoken and written that the federal government does not understand all the problems associated with states such .as our. as ours. "Our small community has the same problem, one of identification. We really only want the same consideration. consider-ation. "After five times of sub- Ironically, the BOR, like most state and federal agencies agen-cies put little contenance in the old adage,' The Lord will help those who help themselves." Little of the approximately $250,000 value val-ue of the golf course can be used as matching funds. If the city goes ahead and spends the $60,000 raised in the bond election, which is now on deposit, they will not be able to use it for matching funds in another application. Milford City therefore faces a dilemma. Should they take the $60,000 on deposit and use it, hardly enough to make a dent in the work needed to complete the golf course and other recreational projects planned, plan-ned, or should they leave it on deposit to use as matching match-ing funds, for another application? appli-cation? It's a decision they of the bill need clarification. The Radiation Exposure Compensation Act of 1980 is not a come one, come all kind of general entitlement for residents of central and southern Utah. Rather, Hallows Hal-lows injured persons to bring their cases to the local court which will operate under the limits set by the legislation. legis-lation. A separate Advisory Panel will determine the types of ill effects eligible for compensation. This is a judicial procedure, not a free dole. Compensation does not mean just money. Treatment at new National Cancer Institute In-stitute facilities is an important im-portant aspect of the bill for those still suffering. Our own University of Utah will be the focus for aiding the survivors and the work of researchers such as Dr. Joseph Jo-seph Lyon will be expanded and funded under S. 1865. This time, we will learn the lessons. Your point about other fallout incidents is excellent ex-cellent indeed, they are further example of the general ignorance about fallout. fall-out. The accident that affected affect-ed Southern Utah, Nevada and Arizona was most unique. Our federal government was solely responsible for what happened, it knew there was a high risk to the populace, and in the end ignored and will have to make in the near future. Dear Red: It was a pleasure to read your thoughts on the radiation radia-tion compensation question in the Nov. 1 NEWS. Your comments come at an important im-portant time for the legislation legis-lation (S. 1865), which is expected to have hearings in February in "the Human Resources Re-sources Health Subcommittee. Subcom-mittee. It seems that some parts vinally COVERED UP its actions. The tragic result is all around us. Washington's ignorance can be forgiven, but not its duplicity.,, , , , This is. a .rare -4nstan.ee where culpability is obvious, and Restitution is plausible. In writing the bill, I took special care to safeguard the taxpayers from those opportunists op-portunists who might try to use the bill's provisions to their own ends. There will be limits on how much each victim will be eligible to receive. This should eliminate elimi-nate the problem of exhor-bitant exhor-bitant damage awards. Red, thank you for your thoughtful analysis of this important legislation. Your service to the people of Beaver Bea-ver County reflects their care and strength. Please keep in touch. Sincerely, ORRIN HATCH United States Senator EDITOR'S NOTE; We certainly cer-tainly hope you are right. But we have little faith in panels, juries or judges when they know that Uncle Sam or the insurance company will pick up the tab. One look at the exhorbitant judgments handed down in recent years, and you know this is going to cost Uncle a bundle before be-fore it's through. |
