Informing the American public of the need for energy ener-gy conservation is a worthwhile worth-while objective, but a proposal pro-posal that sends an army of youths into neighborhoods as energy sleuths inspecting our personal property, is clearly not the way to do it. The Carter administration is considering a plan to use the nation's youth as energy detectives, going from house to house in their com munities to check how' effectively ef-fectively their neighbors are conserving energy.
