Show City Fathers, who like the frog, entered the water when it was cold. It looked so good, and it didn't cost a thing. But now as the water begins to get a little warmer, we hope that they will begin to read all of those multitudes of papers they are sent, we hope they "will be certain of the implications and obligations they have, as they delegate part of their elective powers, to a committee which is appointed, and whose allegiance is questionable. We hope they will guard with all their might the right of one man, one vote. And we hope even more, that before the water gets even one degree warmer, they will jump right out of that pot, before their goose er, frog and ours is cooked. "Red ' FROGS AND FREEDOM There's an old story that says you can't kill a frog by dropping him in boiling water. He reacts so quickly to the sudden heat that he jumps out before he's hurt. But if you put him in cold water and then warm it up gradually, he never decides to jump till it's too late. By then he's cooked ! Men are just as foolish. Take away their freedom overnight, and you've got a violent revolution. But steal it from them gradually (under the guise of "security", "peace", or "progress") and you can paralyze an entire generation. Look at the income tax. It started out at a harmless sounding 1. It would have been easy to jump out of water as tepid as this, but like the frog, we waited while it climbed ever higher. (Try jumping now!) Worst of all, we never learn. Even today we cannot believe that the Five County Assn. of Gov'ts, is the same warm water that will one day boil us in Socialism. We see no connection between District Health and Social Services Ser-vices and the loss of local autonomy. It is difficult to associate Land Use Planning with the loss of Government by Representation. Can you aquate the voluntary joining of five counties, in efforts of mutual interest, with usurping usurp-ing of the powers of the County Commission, the School Board and yes, even that of our local city governments. As the Executive Director of the Five County Assn., Mr. Neal Christensen has so often stated, and which has been reaffirmed by Sen. Dixie Leavitt, The Five County Assn. is a voluntary organization, formed to work together, togeth-er, for the mutual benefits of the five counties. But why then is it necessary to have an amendment such as paragraph para-graph G of Section II which gives the AOG the "Power to Contract", "The Association shall have authority to act in its own name, to sue and where appropriate under Utah Code Annotated, Repl. Vol. 7A, 63-30-1 et seq., (1953), to be sued, to make and enter into and enforce by court action ac-tion all manner and kinds of contracts, agreements, and obligations by or with any person or persons, corporation or corporations, or any government or government agency not inconsistent with law for the purposes stated in these articles including coordinating, administering and operating operat-ing programs." Why now must this voluntary organization, which has come together for the mutual interest of each other, become the parent organization, and those that voluntarily voluntar-ily created this organization, now become subservient to that which they have created. Counties, school boards, and cities were enticed into the AOG with the need for Federal Funds. The AOG's approval is a vital preliminary step. They were convinced that joining was voluntary, and the cost low, since the AOG itself was funded with state and federal funds. The original articles of Association oozed with the word voluntary, but as the water begans to get warmer, we see such clauses as "The participating local units of government or school districts are not providing funds for the specific administration of the AOG at this time. The intent of the Steering Committee (Policy Body) is not to rely on Federal and State support on a continuing basis to fund this element of the project. It is anticipated that consideration and determination of further involvement of local funds to support the operation and administration of the Association will occur in fiscal year 1974, to become effective in July of 1974 (Fiscal Year 1975)." The AOG through its Health and Social Services District has proposed a staff psychiatrist at $28,000 per year with staff, supplies, office space, etc., that comes up to $47,400 per year, estimated. $27,780 of which they expect to get from the counties. Add to this the proposed need of a staff M. D., a psychologist, etc. and see where the money goes. And what about land use planning SB130 set up the AOG as the 5-County body to handle land use planning on the local level, accountable only to the 5 man commission commis-sion in Salt Lake City. SB 12, 32 and 71 are also interrelated, inter-related, each dealing with land use planning in one phase or another. We do not question the sincerity or motivation of the County Commissioners, School Board Members and |
