The vote will come after many years of complex ud drolled planning by local officials, particularly by the Grand CqIt Water Conservancy District, the Grand County Commission, Moab City and Moab Irrigation Company. It will pn1de a multitude of water benefits for residents of Moab and Spmlsh Valley. Doe to the complex nature of the project, and In an attempt uuwer as many questions as possible In the minds of mldents of Grand County, officials of the District are this week beginning a series of question and answer comments for the benefit of those who will be deciding the funding of the project, pbe first of this series of questions and answers follows: Question: What Is the prpoec of the Mill Creek ! Witer Storage project as proposed by the Grand County Wuer Conservancy District? Anser. The purpose of the titer storage project is to conserve and make maximum tseofill the water available in Grand Count)-. Also to protect testing water rights and maxe ' titer available to lands suitable for irrigation and siinary water to the City of Moab and Spanish Valley Witer and Sewer District !' hen it is needed. Question: What and who Is lie Grind County Water J Cmenincy District? Answer The district was treated several years ago uder State Law (Water Conservancy Act, Section 79-9 ithe Utah Code Annotated as usended. The declarations of benefits and policy are described des-cribed by law as: ; "It is declared that to provide for the conservation iad development of the water udland resources of the state Utah and for the greatest beneficial use of water within j is state, the organization of I 'ter conservancy districts '. ui the construction of works 8 herein defined by such districts are a public use and will: "(a) Be essentially for the public benefit and advantage of the people of the state of Utah. "(b) Indirectly benefit all industries of the state. "(c) Indirectly benefit the state of Utah in the increase of its taxable property valuation. "(d) Directly benefit municipalities munic-ipalities by providing adequate supplies of water for domestic use. "(e) Directly benefit lands to be irrigated or drained from works to be constructed. "(0 Directly benefit lands now under irrigation by stabilizing the flow of water in streams and by increasing flow and return flow of water to such streams. "(g) Promote the comfort, safety and welfare of the people of the state of Utah, and it is therefore declared to be the policy of the state of Utah: "(1) To control, make use of and apply to beneficial use all unappropriated waters in this state to a direct and supplemental supple-mental use of such waters for domestic, manufacturing, irri- gation, power, and other beneficial uses. "(2) To obtain from water in Utah the highest duty for domestic uses and irrigation of lands in Utah within the terms of interstate compacts or otherwise. '"(3) To cooperate with the United States and agencies thereof under the federal reclamation laws or other federal laws now or hereafter enacted and to construct and finance works in the state of Utah as herein defined and to operate and maintain the same. "(4) To promote the greater prosperity and general welfare ' the people of the state of Ltah by encouraging the organization of water conservancy conser-vancy districts as provided in this act." ' The district is by law a nonprofit non-profit organization. Question: Can the project be built without the approval of the majority of the voters In the district? Answer: No. A special election is necessary to obtain majority approval. The Grand County Water Conservancy District will attempt at-tempt to answer as many questions as possible in this column each week.
