The appellate structure of the Department was reorganized re-organized (-rfeeUve July 1, 1970. At that time, jurisdiction juris-diction over appeals to th"! Director, Bureau of Land Management, was transferred trans-ferred to the Doard of Land Appeals, Office of Ilearinjs and Apcals, Office Of-fice of the Secretary. Grazing Gra-zing appeals subject to the Federal Range Code were affueted by this reorganization reorgani-zation as well as other public land appeals cases, but no change in the spe-cal spe-cal rules govei-ning such gi-azing cases was made at that time. The proposed amendments, amend-ments, which are being, published in the Federal Register, conform the appeals ap-peals procedures under the Federal Range Code to the reorganization and to the rules applicable generally in other public land appeals ap-peals cases as to the time and manner in which an appeal is taken, and the application ap-plication of a more liberal rule for the time for filing fil-ing appeals documents. The proposed amendments amend-ments are beneficial to appellants ap-pellants in these grazing cases. They change the time for filing a notice of appeal from a hearing examiner's ex-aminer's decision under the Federal Range Code for Grazng Districts from 10 days to 30 days from receipt of the decision. They provide for the application appli-cation of a grace period for filing appeal documents docu-ments at all stages of the appeal process under this Code. Consistent with hearings hear-ings procedures in other public lands cases generally, gener-ally, they provide that reporters re-porters fees will be paid by the Bureau of Land Management, with each party paying for any copies cop-ies of the transcript obtained ob-tained by him. Other minor mi-nor additions and changes have also been made for clarity and for uniformity with appeals procedures in public lands cases gen-, e rally.
