I The evaluation focused on I three ranges of activities carried car-ried out by the center: administration, admin-istration, clinical and community com-munity orientation. In addition, the range of treatment methods used by center staff was evaluated by the review team, and they commended the center for flexibility and creative development devel-opment of programs. Noted here were the Navajo radio broadcasts in San Juan County, Coun-ty, Fairytale Theatre on radio in Moab, and the Children's Center in Monticello. in mis same area, me center was commended for a good working relationship with schools in Grand and San Juan Counties, and also for apparent sensitivity to needs of women and evidenced by programs for mothers just new to a community. In the community orientation orienta-tion review. Consultation and Education Director Bob Greenberg was commended for his efforts and results. In order to further strengthen this program, it was recommended recom-mended Greenberg should have a designated portion of someone's time on a regular basis in the various geographic geogra-phic areas covered by the center, to facilitate more direct di-rect input and supervision of the consultation and education educa-tion program. The review of administration administra-tion revealed that the center had been writing off about 60 per cent of its accounts receivable re-ceivable a year ago and that this figure has now dropped down to about 40 per cent or less. Deadlines The evaluation team set a number of deadlines for Four Corners Mental Health in areas which were viewed as problems or weaknesses. Under administration the center was given 30 days to prepare as much of a draft as available on an accounting manual. Within 90 days the center was told to submit a progress report on how the manual is coming along. A 180 day limit was set for the manual, which will include all fiscal procedures, to be completed. com-pleted. Also under administration, the center was given until March 15, 1978, to complete a manual of overall center policies poli-cies and procedures. The inspection team reported repor-ted that the clinical area utilization and review aspect did not meet the requirements. require-ments. The team set a 90-day limit to meet conditions set, including the establishment of a functioning review team with a person designated as chairman. By the time limit this team will also be required to have a written format showing how the review function func-tion will be accomplished. Recommendations The review team listed a number of recommendations for improvement by the center. cen-ter. First was that the disaster disas-ter plan be updated and tested. It was recommended that a bilingual nurse and a professional level person of minority race be hired. Another specific recommendation recom-mendation was that the center cen-ter established a plan by Jan. 1, 1978, in conjunction with the state, to show how it is going to improve relationships relation-ships with other local agencies, agen-cies, public bodies, and its own board. It was recommended there be established a systematic, ongoing inservice training program for outreach workers. work-ers. The team was concerned about how members of the mental health board are appointed ap-pointed and what criteria county commissions use in selecting members in order to assure good representation, and what assistance the center cen-ter is giving them. The team also observed a lack of clarity regarding the function of the center's Chi-cano Chi-cano Advisory Council, noting these should be developed and refined. The suggestion was given to establish a grievance procedure pro-cedure for those who may feel they were not being serviced properly by the center, including includ-ing the function of helping to get the right service if improperly im-properly referred. The recommendation was made that the center publish some material in Spanish and establish a Spanish radio program pro-gram similar to the Navajo program where there is a significant Chicano popula- tion. In conclusion, the team recommended that either the chairman of the mental health board or staff itself take responsibility for providing orientation to new board members. Finally, staff in the Price office were advised to ! spend more time in improving relations with other agencies in the area. |
