Tha navy department has been particularly unfortunate un-fortunate in the resignations of young officers who' have just finished their education at West Point or Annapolis at government expense. In the last few weeks eight or ten midshipmen and eusigns have presented tbeir resignations resig-nations with rcssons siitlicient to cause tbe department to accept them. Both the war and navy departmenta ara periodically confronted with this question. A resignation is accepted only when it is believed there exists an impediment to tbe profitable retention reten-tion of the vounir man. During tbe last year it is said at the war department very few cadeta or second sec-ond lieutenants have preaented their resignations. Major Oenernl Leonsrd Wood, chief of stsff of the army, has refused to permit a lieutenant of the cavalry to get out of the army to engage en-gage in civil pursuits bee suae he wss about to be married. He, however, granted tha young man a three months' leave of absence for his honeymoon. |
