Jflcholaa Longworth, son-in-law of President Roosevelt, is secretary of the committee. Mr.- Scrugham has railroad Interests in Cincinnati, organized a policy-holders' committee In Ohio before he came here and took charge of the work. When Mr. Samuel Untermeyer, counsel for the committee, com-mittee, was in Europe, he had charge of evepthlng here. Mr. Scrugham says that he has received no pay from the committee commit-tee ofthe policy-holders.
