This Is the second tradition to be established this year, the other being be-ing a pilgrimage to the "U" In the fall. The proclamation of Mr. Thorum follows: "Monday, February 21, marks the seventy-first anniversary of the University of Utah. Monday will see the birth of a new tradition for Utah. In observance of this occasion occa-sion at 11 a. m. and every future Zsth of February, every person on the 'U' campus will arise for one minute and pay silent tribute In commemoration of the passage of the bill creating the University of Deseret (now the University of I'taht.
