War on Illicit Liquor Urged Enlistment of the public. In the war on the bootlegger was urged Friday by James W. Funk, liquor control commission chairman, in announcing- the moving of the enforcement enforce-ment division. Enforcement headquarters were moved from the Newhouse building build-ing to the sixth floor of the Dooly building. In line with the policy of the new commissioners to keep the enforcement office nearer the headquarters head-quarters of the commission.
