Roosevelt was officially offi-cially declared by the aenate and house in congress assembled Monday Mon-day to have been elected to a third term. At the same time, Henry A. Wallace Wal-lace was announced to have been chosen vice president. The announcement was made at 1:29 p. m. (E. S. T.) by Vice President Presi-dent Garner, presiding In the house chamber over a joint session of the two houses called to canvass the electoral votes of states, by which presidents and vice presidents presi-dents win their offices. Senators Austin (R., Vt.) and Connally (D., Texas) and Representatives Repre-sentatives Ranrwpeck (D., Ga.) and Tinkham R., Mass.) served as "tellers" of the electoral ballots.
