SENATE URGES FINN FUND AID WASHINGTON, Feb. 8 (UP) The senate today approved, 69 to 3, a resolution asking the securities secur-ities and sxchangs commission to sxpedlte registration of any bonds that Finland may desire to sell to Americans In order to raise funds to fight Russia. The resolution, which has no binding effect on the SEC wss offered by Senator Pat Harrison (D., Miss.). Senator George W. Norrls (Ind, Neb.) opposed it as an Improper attempt to Influence the S E. C In Its decisions. There Is no certainty that Finland Fin-land will try to sell bonds to private pri-vate Investors here. Some Finnish Fin-nish sources have expressed doubt that much money could be raised that way. SEC offlcisls have said that registration of such an issue would be granted If all facts sbout the bonds, regardless of their ultimate worth, were properly set forth
