The declaration ofthe Chicago teachers in favor of corporal punishment in schools, : the Chicago Chronicle thinks, is. probably significant of an impending im-pending change in public sentiment. The Chronicle adds: . '. ' , "There is no disposition anywhere to favor punishments pun-ishments which are excessive or violent or what the sentimentalists call brutal, but it Is a' manifest truth that every human society, from the family circle up to the vastest empire, must be governed. It ought not to be necessary to say that-government, absolutely abso-lutely necessaryin schools as elsewhere, is impossible impos-sible unless grounded in the last resort on force. The law that has not force behind it is not law at all. ; It will control only those who do not need control. con-trol. For a large percentage of humanity, young and old, force is the only effective argument. At present the unruly boy knows that his teachers can not use that argument.
