John C Cutler was delivered to the General Assembly Tuesday afternoon. The message is about ttX words in length and deals . with every department and bureau of the State Governmegt, the various reports - being commented upon in detail. The Governor Gov-ernor urges economy in appropriations commensurate with the State's growth, and encouragement of all legitimate industries. in-dustries. The message in full is printed elsewhere. - 'The second day's session of -the Legislature Legis-lature convened at 1:30 and the reading of the message was begun shortly after 1 o'clock. . . Senatorial Contest. .. Interest in the Senatorial contest is cen-teied cen-teied now in the strength that will be t shown by candidates other than George Sutherland. Mr. Sutherland's managers ' claim that their man will be named on the first ballot in Wednesday night's caucus, cau-cus, while the opposition says that .If Sutherland ean be kept out for two bal- U lots he is beaten. ' '' At the Sutherland headquarters In the Kenyon otel there is an air of confidence and claims are made that everything is over except the final balloting. One by one the legislators have signed the call for the caucus Wednesday until now there is but one man whose name is not down. M J. Daly of Summit county is the only doubtful man. and the Sutherland forces claim that he will line up with them in the caucus. ! Claims Made for Bartch.
