The quality ot sugar for tariff purposes must be determined de-termined by the sclentlfio polarlscopo test, according to a decision announced today by the United States general appraisers. ap-praisers. The decision was given on a protest filed by importers against a re-fent re-fent ruling of the United States Circuit Court of Appeals. The protest declared mat the regulations upon which the decision de-cision of the Circuit coi rt was based are unconstitutional. In overruling; the protest the board holds that the phrases "testing by the polariscope" and "decree shown by the polarlscope" as used In the tariff act should be Interpreted literally.
