at Green Bay I am glad to take part in the commemoration of the landing in Green Bay of ot the man who can truly be called the first white pioneer of ot Wisconsin Over all the years ears the purposes pur poses of the men and women who established civilization in Wisconsin Wisconsin Wis Wis- Cousin and in the northwest were the same as those that stimulated the earlier settlers of the Atlantic S sea C a o b-o a r d. d Men everywhere throughout Europe had suffered from the imperfect and often unjust unjust un un- un just governments of their home homelands homelands homelands lands and were driven by deep desire to find security and enlarged en enlarged lar ed opportunity for themselves themselves them them- selves and their children The new population flowing into our new lands of ot opportunity was a mixed population differing often in language in external customs and in habits of thought But in one thing they were alike they alike they had a deep purpose to rid themselves themselves them them- selves forever of the jealousies the prejudices the intrigues and the violence whether internal or external that dis disturbed their lives abroad Sought Freer Life They sought a life lite less fettered fettered fettered fet fet- fet fet- by the explorations that selfish men V set up in governments govern ments that are not free They sought a wider opportunity for tor forthe forthe the average man Having achieved the initial adventure of or migration to new homes they moved forward to the further adventure of establishing establishing lishing forms of government and methods of operating these forms of government that might assure them the things that they sought They believed that men out of their intelligence and their self self- discipline could create and use forms of government that would not enslave the human spirit but free it and nourish it They did not fear tear government because they knew that government in inthe inthe inthe the new world was their own Built Extraordinary State They built here in Wisconsin a state destined for extraordinary achievements They set up institutions institutions to enforce law v and order to care for the unfortunate to promote the arts of industry and agriculture They built a university university sity and school system as enlightened enlightened en en- lightened as any that the world affords They set up against all selfish private interests the organized organized or or- authority of ot the people themselves through gh the state They transformed utilities into public servants instead of ot private means of exploitation The average man in Wisconsin Wiscon sin waged a long and bitter fight for his rights Here and in the nation at large this battle has been twofold two Nature Conquered He has had to fight nature From the time that the settlers started to clear the land until now he has been compelled to assert the power rower of ol his brains and courage over the blind powers of the wind and the sun and the soil soll He paid no heed to the reactionaries reactionaries reaction reaction- aries who would tell him that mankind must stand impotent before before before be be- fore the forces of nature Year after year as science progressed ed and his mastery of 01 the mysteries of the physical universe increased increased in in- creased he had been turning nature nature nature na na- na- na ture once his hard master into useful servitude That is why on this trip across the northern part of our continent I have been so moved by the distressing effects of a widespread drouth and at the same time so strengthened in my belief that science and cooperation cooperation tion can do much from now on to undo the many mistakes men have made in the past and to aid the good forces of nature and the good impulses of men instead of fighting against them Pioneering Spirit We arc are but carrying forward the pioneering spirit of 01 the fathers fathers fath fath- ers when we apply the pioneering pioneer pioneering ing methods to the better use of ot vast v-ast land and and water resources resources- what God has given us to use as trustees not only for tor ourselves but for future generations But man is fighting also those forces which disregard human cooperation and pad human rights in seeking that kind of individual profit which is gained at the expense ex cx pense pens of his fellows It is just as u hard to achieve harmonious and cooperative action action action ac ac- ac- ac tion among human beings as it is isto isto isto to conquer the forces of ot nature Only through the submerging of ot individual desires Into unselfish and and practical cooperation can civilization grow In Ire the cre great national movement move move- ment meat that culminated in 1932 people joined with enthusiasm They lent hand and voice to the common cause irrespective of ot otman man many older political traditions They saw the dawn of a new do They were on the march marchi they were coming back into the possession pos pOSe session of ol their own home land Turned to Great Task As the humble Instruments of ot their vision and power those of ofus ofus ofus us who were chosen to serve them in 1932 turned to the great task In one year car and five months the people of the United States have received at least a partial answer to their demands for action action ac action ac- ac tion and neither the demand nor northe northe northe the action has reached the end of the road But action may be delayed by tw two types of ot individuals Let me cite examples First there is the man whose objectives are wholly hoUy right and wholly progressive sive ave but who declines to cooperate cooperate cooper cooper- ate or even to discuss methods of ol arriving at the objectives because he insists on his own methods and nobody else's The other type to which I 1 refer is the individual who demands de de' mands some message to the people peo pIe pied of 01 the United States that will restore what he calls confidence When I hear this I cannot help but remember the pleas made by government and certain types of ot so called big business business' all through the years 1930 1931 and 1932 that thal the only thing lacking in the United States was dence Answer Is Question Before Belore I left on my trip I received two letters from important important tant men both of ol them pleading that I say something to restore confidence To both of them I wrote rote identical answers What would you OU like to have me say From one of ot them I have received received re re- re no reply at all six weeks later I take it that he is still wondering how to answer The Theother Theother Theother other man wrote me frankly that in his judgment the way to r restore re restore re store confidence was for lor me to declare that all supervision by byall byall byall all forms of government federal and state stati over all forms of human human human hu hu- hu- hu man activity called business should be forthwith abolished In othen othe words worth he was frank enough to imply that he would repeal all laws state stat or national which regulate business that business that a utility could henceforth charge any rate reasonable or otherwise other wise vise that the railroads could go goback goback goback back to rebates and other secret agreements that the pro processors of foodstuffs could disregard all rules of ot health and of good faith I that the unregulated wildcat banking of or a century ago could be restored that fraudulent securities securities se se- se- se and watered stock could be palmed off olf on the public that sto stock stok k manipulation which caused panics and enriched insiders could go unchecked In fact tact if we were to listen to him the theold theold theold old law of the tooth and the claw would reign once more Old Order Is Gone My friends the people of ol the United States will not restore that ancient order There is no lack of ol confidence on the part of ot those business men farmers and workers who clearly read the signs of ot times Sound economic improvement comes from the improved improved im im- im proved conditions of ot the whole population and not a small fr fraction frac c- c time tion thereof Those who would measure confidence in this country in the future must must look first to the average a citizen Confidence returning to our agricultural population who in spite of ol unpredictable and uncontrollable uncontrollable un un- un controllable drouth in a large area is giving understanding cooperation cooperation cooperation co co- co- co operation to practical planning and the ending of ot the useless bickering and sectional thinking of the past put Confidence is returning return return- ing log to the manufacturers who in overwhelming numbers are comparing com corn paring the black ink of ot today with the red ink of ot many years gone by to the workers who have achieved under the national nation nation- al recovery administration rights for lor which they fought unsuccessfully unsuccessfully fully for a generation to the men and women whose willing hands found no work and who have been saved from starvation by government relief relict to the youngsters young whose childhood has been saved to them by the abolition of ol child labor to the fair and sincere bankers and financiers and business men big and little who now for tor the first time find government so cooperating with them in new new to put the golden Jolden rule into the temple of ot finance to the home owners who have been saved from the stark threat of ot foreclosure and to the small investors and savers of ol the nation who for the first time rightly believe that their savings are arc secure Elements of Confidence These The are the elements that make snake for confidence i in the fu future ture This government Intends no injury to honest business Th The pr processes we follow in seeking seeking seek the same It voices the deathless cry of good men men and good women for the the- opportunity to live and work in freedom the right to be secure cure in their homes and in the fruits of their labor t the e power to protect themselves against the ruthless and the cun cunning ning It recognizes that man is indeed his brothers brother's keeper insists in insists that the laborer is worthy of his hire demands that justice shall rule the mighty as well as the weak 4 It It seeks to cement our society society so so- o. o rich and nd poor manual workers and brain workers into a voluntary brotherhood of free freemen freemen freemen men standing together striving together for tor the common good of ot all Keep that vision before belore your eyes and in your hearts it can and will be attained |
