Baruch' is needed to determine the extent of manpower needs; (5) with facts before it, Congress can proceed to draft legislation for machinery to squeeze out surplus workers from industry and government and channel them to places where the need is greatest. This does not necessarily mean a compulsory draft law. In fact, the trend here seems to be away from over-all compulsion. A new agency, to have parallel functions with the War Labor Board, has been set up by the President. A Joint Production Sur rey Committee, it will include Army Ar-my and Navy officers, and will "provide machinery for full coordination coor-dination of the military ancT civilian civil-ian branches of our government by establishing a close working relationship re-lationship between the joint Chiefs of Staff and the Office of War Mobilization." Long a subject of interest here, 'the question of the disposal and sale of all types of government-owned government-owned property and supplies comes before the House Committee on Small Business which is considering consider-ing the Patman Bill. Early action on this legislation is predicted by Congressmen who declare that the government must lay down a policy now in order that business and industry may make plans for reconversion from war to peacetime peace-time production.- Another major problem before Congress is the whole question of grade labeling and brand names. Rep. Charles A. Halleck of Indiana Indi-ana says that "anti-business" forces for-ces in governmental agencies can "overhaul the economy of the nation na-tion by setting some form of grade labeling." He maintains that Congress Con-gress is prepared to pass additional addition-al legislation to prevent forced standardization of products by the government. The War Production Board has begun its own investigation of absenteeism ab-senteeism in war production plants. A survey of conditions In various types and sizes of plants and production areas is expected to result in a new remedial program pro-gram to be submitted to manufacturers. manufac-turers. ' : t Several government agencies are planning to tate action to check what they call the "trend away from manufacture of low-cost goods." OPA and WPB Office of Civilian Requirements are considering consid-ering a plan to increase price levels lev-els for low-cost items and to reduce re-duce the ceilings for higher priced goods.
