Show JOHN LEWIS BLACK LIST BILL BURIED Bankhead Refuses To Bring Up Controversial Contro-versial Plan WASHINGTON, June 15 (U.R)-Senate filbuster against the $375,000,000 flood control measure ended at 3:10 p. m. today, removing a major blockade to congressional adjournment ad-journment tonight. With abandonment of the filibuster, the senate-quickly approved the flood control conference report and sent the measure to the White House for presidential signature. signa-ture. The vote to accept the flood control report was 51 to 32. The chief remaining bar to end of the 75th congress is senate and house conflict over the $212,000,000 farm parity benefits amendment to the recovery bill. This was expected ex-pected to be adjusted. WASHINGTON, June 15 (U.R) House Speaker William B. Bankhead today blocked a last-minute effort by John L. Lewis to obtain a house vote on a bill to establish a "black list" of government contractors contrac-tors who violate the Wagner labor relations act. Bankhead announced his flat refusal to cooperate in a plan urged by Lewis to bring up the controversial proposed amendment to .the Walsh-Healey government contracts act under suspension of house rules. Sen. Richard B. Russell, Jr., D., Ga., conferred with President Roosevelt on. the parity conflict and emerged from the White house saying that it would be impossible im-possible for congress to adjourn tonight unless leaders kept the house in session all night. However, Senate Minority Leader Lead-er Charles L. McNary, R., Ore., an astute judge of congressional temper, tem-per, forcast adjournment by 8 p. m. tonight. Denies Recognition He declared he would not recognize recog-nize any house member who sought the floor to move suspension suspen-sion of house rules to permit consideration con-sideration of the measure demanded demand-ed by Lewis. Lewis advocated suspension of the rules as a means of bringing the bill to a house vote due to refusal re-fusal of the house rules committee to give it right-of-way to the floor. "It is not my purpose to recognize recog-nize anyone for a motion to suspend sus-pend the rules to bring up that bll," Bankhead said, "and I so advised ad-vised Mr. Lewis." Lewis, after seeing Bankhead, denounce dthe rules committee which bottled up the measure as "cowardly and pusillanimous," and threatened C. I. O. reprisals at the polls. Bankhead's announcement was made after conferring with Majority Ma-jority LeadeV Sam Rayburn of Texas. Bankhead's decision blocked all chances of action on the bill which Lewis has twice demanded.. "Rumors already are floating around that we may be called into extra session to consider problems that we now know are confronting confront-ing us," he said, declaring that congress might well continue its session and consider' those problems prob-lems now, Sen. O'Mahoney said. O'Mahoney directed his fire against provisions of the flood control measure which he charged violated states' rights. These pro-provisions pro-provisions give the federal government govern-ment full ownership and rights over dams, power and flood control con-trol developments in return for 100 per cent contribution to the cost of such projects. Protests against provisions of the flood control bill wrecked the program of leaders last night and kept the senate in session until 12:32 a. m., EST. If that controversy can be adjusted, ad-justed, the third sssion of the 75th congress probably will end before midniht The senate has been summoned to meet at 10 a. m., EST., today in the leadership's speed-up drive for adjournment. The house, taking adjournment hurdles in its stride, stopped work six minutes before midnight and will not resume until noon. |
