Show Compromise on Pact Is Regarded as Probable Mild Reservationists May Aid in Eliminating Preamble Pre-amble in Exchange for Democratic Acceptance Accept-ance of Lodge Reservations. Ratification Ratifica-tion of the peace treaty on Wednesday, Wed-nesday, by virtue of a compromise compro-mise between President Wilson and a score or more of Republican Republi-can senators Is In prospect tonight. . Under the terms of the proposed compromise com-promise the president and his Democratic supporters will accept the Lodge reservations. reserva-tions. In return for which concession the mild reservation Republicans will permit the elimination of the preamble of the ratification resolution providing that American acceptance of the treaty shall not become effective until the reservations are accepted by at least three of the four principal allies. The compromise plan was brought to the fore by President Wilson's threat to pigeonhole the treaty If It should be ratified rati-fied In the pending Lodge resolution. Finding that the president objected not so much to the reservations as to the binding preamble, mild reservation Republicans made It known that they would yield the preamble In exchange for acceptance of the reservations by the president. Democratic Demo-cratic leaders thought that a compromise , on this basis would be possible. I The mild reservation Renubllcans are: - Kellogg. Minnesota: McNary Oregon; Mc-Cumber. Mc-Cumber. North Dakota; Colt. Rhode Island; Nelson. Minnesota ; Spencer. Missouri; Mis-souri; Hale. Maine; Keyes, New Hampshire Hamp-shire ; Kdge. New Jersey. May Eliminate Preamble. Not all of these senators would state definitely tonight whether they would support the compromise program, but the Indications are that a sufficient number will line up with the Democrats to eliminate elimi-nate the preamble. In addition to the. mild reservationists. Senator Lenroot of I Wisconsin announced a willingness to compromise If the administration would trade the Lodge reservations for the pre- I amble. The votes of the mild reservation Republicans Re-publicans will not be sufficient to procure pro-cure ratification, but if a compromise Is reached It Is practically certain that enough other Republicans will line up with the Democrats to produce the requisite requi-site two-thirds majority. Republican sena tors who regard the binding preamble vital were quick to accuse ac-cuse the president of seeking the elimination elimi-nation of the preamble in order to make the reservations Ineffective.
