GOVERNOR HART DECLARES PEOPLE SHALL NOT FREEZE SEATTLE, Wash., Oct. 29. Governor Hart today served notice on the United Mine Workers of America, Washington district, that the state will not tolerate any attempt to "starve or freeze the government gov-ernment into submission," according to advices received here tonight.
