'When the country deemed it necessary to call back to active service serv-ice these particularly qualified men, they were looked over and selected, not by guesswork, but by their records, their qualifications, their Reliability and efficiency, and on this account only were they sought for by the country and offered commissions. The mere fact that patriotic, intelligent intel-ligent and expert officers of the United States army, knowing these men in the past, turned their attention at once, to them and offered them commissions as captains, majors and even higher ranks, would seem a sufficient guarantee guar-antee of their high standard to render them deserving consideration. That they I have been of inestimable value in tho various departments to which they were assigned is unquestioned. Their records during this war have fully proven that their selection did not come by political or other outward influence. in-fluence. Since accepting tho commissions commis-sions they have performed tho duties assigned them as they did in the old army in good faith, without asking for choice of stations or for any other considerations, many giving up civic duties and abandoning pursuits which, they had established after retirement, which will be difficult or impossible to again renew. These men have all passed tho meridian merid-ian of life and have no chance of gaining commissions in tho regular army, nor can they expect to successfully success-fully compete for a livelihood with younger men, and as the retired pay now allowed them is wholly inadequate for their needs, it is believed they should be given a sufficient allowance, in that they may at least bo ablo to live respectably. If this allowance is granted it affects but a small number of men, and as they die tho list will be lessened and in time wholly eliminated. In justico to those men, some of whom havo served in the Indian wars and helped tame tho west, all of whom havo served through the Spanish-American and tho lato world war, a bill for tho above-named purposo has bten introduced in congress con-gress and we hope it will pass without delay. "We also hope that the pay of the regular army officers who remain in the service will be increased to such an extent that they will be tilde to provide pro-vide for their families in a decent and comfortable manner, something they cannot do at the present timo unless they are men of independent means.
