Establishment of a national ministry of fine arts at Washington has been advocated advo-cated from time to time by different persons. per-sons. John C. Freund, president of the Musical Alliance of the United States, presents the following arguments for such an addition to the cabinet in the last issue is-sue of the Musical Trades: "Did you ever stop to think of the vast army of intelligent, cultured, more or less well-to-do people who would be directly Intcreated in the establishment of a ministry min-istry of fine aris, as representative of the professions and industries in which they get their living? "Why, summed up at a careful, conservative con-servative and moderate estimate, it means between four and five million people, of whom perhaps 20 per cent may bo ..classed as being in the student or preparatory stage, though many of them have already reached their majority. Of this vast army the great majority take little or no interest in politics whatever. And so, naturally, they mean nothing to the legislator, and certainly nothing to the politician, who is governed absolutely absolute-ly :in ali he does by the power of the vote. "It is because of this lack of Interest on the part of all these people with regard re-gard to their civic duties that whenever they go to a legislature, :" whether state ' or national, for anything, even if that mav be a benefit to the country at large, they mav perhaps get a respectful hear- Ing, but that is where It ends. Until this ' great body of workers takes an interest in politics, Indeed, if it is only so far as to register and vote for such candidates as favor their right to representation in the national government, there will be nothing doing. "Among mahy of these workers there are alreadv considerable organizations. . The musical industries, for instance, today to-day are fairly well organized. There are a "great many, organizations among the musical people... There is the great Federation Fed-eration of Vv omen's Music Clubs, with a membership of over 150,000. There are the various state music teachers' or- . ganizations. There is an organization , ambng the organists. There are the or- ganizaiions among the musicians In many : cities. The architects, as I said, have a ' large and valuable organization. There , are also organizations in the newspaper worlds which,, curiously enough, gives o much attention to politics and yet the , very 'men who write about politics are mor or less indifferent when it comes to taking the trouble to register and vote. "When the time comes and all these forces enter the field of practical politics for the sake of getting recognition in the shape of a ministry of fine arts in the national government, such as they have In Europe; when they begin. through their various organizations, as well as individually, to try and influence public opinion, a pre5sure will be brought to bear, particularly in Washington, which will be simply Irresistible. "The time is coming; however, when the idea put forward will take root and begin to grow, and presently the effort will be translated into a vast movement which will have a tremendous influence in establishing our cultural future, and incidentally in-cidentally will meet many of the issues, and certainly, perfhaps, solve some of the problems, in the shape of national encouragement en-couragement of our own talent, murh of which goes today to waste, and so in the not far distant future enable us to lead In the spiritual forces, as today we lead the world in ail that is material." 1 Musical Program at Liberty Ward Organ preiude, "Handel's Largo".
