As a result re-sult of maneuvering by both standpat and progressive senators todaj, Senator Smoot apparently is being eliminated from the race for president pro tempore of the senate, and his ultimate fate seems to bo in doubt. Tho program of tho standpatters was. to elect Smoot president pro tempore, after electing Senator Penrose as chairman of finance and Senator Warren of Wyoming as chairman of appropriations. SMOOT LIKELY TO BE SIDETRACKED (Continued from Page Ono.) standpat crowd, as now represented here, today swung into line for Senator Curtis of Kansas as president pro tempore, tem-pore, and the progressive wing, whicn is 'particularly hostile to Penrose and Warren, gave out the intimation that they would 'accept Smoot as chairman j of the appropriations committee in place of Warren. But the standpat element, ele-ment, which will dominate the caucus, will have the determination of this 'question, provided the Democrats are not allowed to carry off the plum as , the result of a Republican factional , row, and the standpatters have agreed to elect Warren as chairman of appro-, priationsi for which he is regularly in line. The progressives contend that Senator Sena-tor Smoot is better equipped than Senator Sen-ator Warren to head the appropriations committee. They hold he is more active, ac-tive, better posted and not so prone to parcel oute public funds with a liberal hand, and, as economy is to be a Republican Re-publican cry, the progressives think Smoot would be a better and safer chairman of appropriations than would Senator Warren. Some uncertainty is cast on today's deliberations of the progressive senators by the second announcement, made late tonight by Senator Borah, that his earlier ear-lier announcement was not authorized by h.is progressive colleagues. According Accord-ing to the first announcement, the progressives pro-gressives intended to go into the senate and, if necessary, join with the Democrats Demo-crats to defeat Senator Penrose and j Senator Warren ; later came the an-I an-I nouncemcnt that Senator Borah was not authorized to speak for his colleagues. col-leagues. Just what this means is not known, as explanations are withheld, but the indications are that Senator Warren will head the appropriations committee and Senator Smoot is likely to be let out in the cold, unless there is a further change of program. |
