BERLIN LEARNS COUNCIL TERMS HAVE ARRIVED LONDON. Oct. 31. Marshal Foch's armistice terms arrived in Berlin Tuesday night, the Vosslsche Zeitung of Berlin says it learns, according to an Exchange Telegraph dispatch from Copenhagen, WASHINGTON. Oct. 31.
