United States engineers, in charge of ' work all over the nation connected with reconnaissance surveys and maps for the war department, upon the excellence of the reports and ouadrangte maps sent to headquarters from Utah. Special commendation was given by Major Boyden of the- low cost . of the work done in this state, which 'has been and is under the personal charge of'E. C. Penrose, acting for the state council of defense.
