No Berlin Decision. BERLIN, Wednesday, Dec. 4 (By the Associated Press). The Ebert government govern-ment has arrived at no decision concerning concern-ing the status of former Emperor William. Wil-liam. Hugo Haase, foreign minister in the Ebert cabinet, has informed the correspondent cor-respondent of a Vienna newspaper that the Ebert government is studying diplomatic diplo-matic documents bearing on the origin of the war and that when that task is completed It will decide whether Individuals Individ-uals responsible for tho war shall be brought to Justice. Herr Haase today denied rumors of an internal crisis in the government. He ' admitted that the dissensions between the majority and minority socialists existing ex-isting during tho war were now accentuated, accen-tuated, but said that in government affairs af-fairs he always had succeeded in effecting effect-ing a compromise.
