A Berlin dispatch under date of Thursday says that a test vote among the returning troops Indicates that the prevailing sentiment is in favor of a national' assembly. The Bavarian reserve division, through its counsel, protest s against the a t tempt of the Berlin soldiers' and workmen's council to Interfere with the present government's gov-ernment's purpose to work out a system of representative government. In a resolution reso-lution theso soldiers say: "We want a national assembly and a voice in the work of solving the problems of the German people. The soldiers' committee of the Fourth army announces from Aix-la-Chapelle that it opposes any form of dictatorship. "Germany was the ci adle of social thought," the committee says.
