The Dutch legation today published a note contaln-; contaln-; ing a declaration by the president of the i Netherlands council of ministers to the chamber of deputies saying that the former for-mer German emporer entered Dutch ter-I ter-I rllory after his abdication as a private personage. The note says the kind of refuge granted to him is similar to that given alt foreign refugees, and that tiie government could not make any exception excep-tion on account of Ills former position when he asked to be admitted to Dutch j territory.
