Some ot its most rigorous opponents op-ponents sai.l the administration had won enough votes to command the necessary two-thirds and they predicted its ratification tomorrow. The administration opponents, while they conceded they expected the Nica-rajriian Nica-rajriian convention' would go through, reiterated they would prevent ratification ratifica-tion of the Colombian treaty to pay an indemnity and express regret for' the partition of Panama. The Nicaragua! treaty proposed to pay Nicaragua $3,000,000 for inter-oceanic inter-oceanic canal rights and naval .bases in the bav of Fonseca. Protests against the naval base feature have been made by Salvador, which contends it would violate the sovereignty of Honduras. Assurances to Costa Pica. Salvador and Honduras that none of their rights will be violated by the United States' acquiring a naval ba-se in tho bav of Fonseca will be-j. incorporated in "the -ratification resoimion on the Nicaragua Nicara-gua n treaty which the senate is expected ex-pected to pass tomorrow. The ratification resolution has been drawn to express also assurances that the United States holds tho pan-American nations which have protested regarding re-garding their rights on the bay of Fonseca in the highest esteem ar.'d will voice an earnest hope for continued friendly relations. |
