Authoritative Authorita-tive advices here today tend to confirm reports that General Villa has evacuated evacu-ated Torreon and is retiring northward toward ('hihuahua City because of danger dan-ger that his communication with the north would be cut by the Carranza forces. It is said he wiU make a stand at either Rellano or Ksealon. Other advices ad-vices declare southbound traffic, below Chihuahua City is blocked by northbound north-bound military trains. Carranza consulate reports state that General Benjamin Hill is within thirty miles of Torreon to the eastward. General Felipe Angeles, second in command of the villa government forces, has been granted a special permit per-mit by the war department to cross United States territory on a special commission from General Villa. General Gen-eral Angeles refused today to discuss his mission. Plans for the drafting of a new mining min-ing law for northern Mexico were reported re-ported today. It was said representatives represent-atives of foreign mining corporations will be asked to confer at Chihuahua City with the A'illa government regarding regard-ing its provisions.
