Show MANUFACTURERS TO BE CAREFUL i Those Who Sell War Material Must ' Use Judgment and Not Violate Vio-late Neutrality. WASHINGTON, Sept. 1. A deelara-1 tiou from the state department to : American manufacturers of war ma- ! terial, pointing out the restrictions on j such shipmentH imposed by American ; neutrality in the European war, will be requested by the house foreign affairs j committee. j This decision was reached by the ; committee today after a long discussiou of the Bartholdt resolution, calling for I information as to steps taken by this government to prevent violations of; neutrality and asserting that armored j automobiles and guns were being shipped to England and France via Canada from American factories. Kepresentativc Bartholdt aaid that he haU received protests from Gennau-Anierican Gennau-Anierican citizens against such shipments ship-ments as a discrimination against Germany Ger-many and AustriA. The committee agreed that American manufacturers had the right to sell, at their own risk, to any government, provided they do not discriminate between be-tween belligerents. As Germany is not in a position to insure transportation, Representative Bartholdt suggested that the state department warn manufacturers manu-facturers to use extreme care to avoid even the appearance of discrimination.
