The declination of United States Senator Sena-tor Reed Smoot to urge the appointment of Major Richard W. Young for United States Judge for the district of Utah after having promised - to do has caused a great deal of amazement on the part of Major Young's friends. The senatof replied that he would he glad to do all that was in his power to further Major Young's candidacy candi-dacy and that he would present his name to the department of justice. However, the senator did not present the name of Major Young to the dement. de-ment. He explained that he understood the matter was as good as settled and that Tillman D. Before that I received a letter from him in which he said that the administration had virtually decided upon Mr. Johnson for the place and therefore he did not consider it any use to present my name.
