JUDGE BARTCH BACK FROM MEXICAN TRIP That the Mexican government is liable, under international law, for damages done lo property in that country during: the recent revolutions and that it will be possible to collect through the Carranza government if it stands Is the opinion of Judge Georgre W. Bartch, who has just returned from nothern Mexico. J ud(te Bai l oh went there representing about 100 Utah claimants for damages for the destruction of property in Sonera, Chihuahua, Torreon, Nuevo Leon and Tamauiipas.. Judge Bartch has prepared memorials which will be presented to the government govern-ment of Mexico through the United States gore rn m e n t . While in M ex i co and Arizona, Judffe Bartch took affidavits affi-davits to be used in connection with the claims.
