The city Is In turmoil tonight as a result of the publication" pub-lication" of news from Vera Cruz of the American invasion and of Mexicans killed In thc fighting. Crowds are going about thc streets and a general uprising Is feared. The foreigners are banding themselves together for protection. President Huerta this afternoon reiterated re-iterated his determination to protect all foreigners, but asserted that if nnv wen killed tho responsibility would res't with thc Tnlted States. Ho said; "Tim policy of thc American government, govern-ment, is particularly unfortunate at this time. Thc Mexican government Is striving striv-ing to prevent a condition of chaos In the republic, but Just when we are looking look-ing to success wo are threatened with International complications. "Naturally, tho patriotism of Mexico will not tolerate thc sight of Its government govern-ment trampled In tho dust, but we hope to prevent any marked violence developing develop-ing from the resentment That, our people will fool." General Huerta refused to state what plans his government was making In the present crisis. He went on: "The tlrst move will have to be maile by thu United States.
