Somebody said "sheep" In the 'lower house of tho legislature Friday morning, shortly after the opening of the session, and ihc finish was not seen until a few minutes after tlie noon hour, when house bill .No.' S5, by S'eely, had been passed by a voto of 29 to 12. The final outcome was something of a surprise. The bill amends the present law relating to the collection of taxes on transient stock, and of this transient slock 99 per cent is sheep. A majority of the committee on livestock had reported report-ed I he bill adversely and It was presumed pre-sumed that It would quickly be killed. Bui not so. The sheepmen In the house and a number of their friends rallied to the support of the bill and It was passed, despite the objections of the committee. commit-tee. During the consideration of the measure meas-ure ringing speeches were made by Day. Sanderson, Hemic, Secly, Thornley, Morris Mor-ris and others. Under the present, law, If, for example, a Davis county sheepman sent his flocks to Washington county in January tho sheep would lie assessed there, and If the owner tells the Washington county assessor that the sheep will be grazed In Washington county for a period of thirty days of the year the assessment list Is sent to Davis county. Washington county may then collect Its pro rata, for the time the sheep arc. actually In that county, for county purposes only, while Davis county, the homo county, gets tho district school tax. Under the proposed law, if the Davis county sheep went to Washington county they would bp assessed there and Washington Wash-ington county would get Us pro rata of all taxes for the time tho sheep were there. If they were returned to Davis county for thirty days, Davis county would get only the thirty days' pro rata. Another amendment, provides that if tho sheep are listed at a certain number In one county and move lo another county coun-ty the assessor of the latter county may count them and if he finds more sheep than the owner's certificate from the other county shows the extra sheep arc all assessed In the county where the discrepancy dis-crepancy Is discovered, and the entire revenue thus derived is retained. Still another amendment relates to sheep from other states that may be grazed In Utah. At tho present time If sheep arc brought into Utah from an adjoining ad-joining state they can bo assessed for a whole year, Irrespective of the time they remain here. Under the new provision they are only to be assessed for the time they are actually In tho state. On the final passage of the bill the roll call was as followsr Yeas Anderson.
