Show COMPULSORY PRIMARY LAW. Gov. Deneen Urges Passngo of One by Illinois Legislature. SPRINGFIELD, 111 , Jan 0. --Gov. Doneen, In his Inaugural message to the Legislature, urged the necessity for a compulsory primary law. He recommended the extension of the civil service to all State institutions. He called attention to the necessity for tho building of good roads throughout through-out the Slate, suggesting that the convicts con-victs In the Slate penitentiaries, now practically without work under Unlaws Un-laws of the State, might be employed at least in preparing the materials for ronds. Needed amendments to the labor laws I WST recommended. Arbitration to set- tie disputes between employers and employees, em-ployees, he said, deserved attention. He recommended the enacting of a law requiring corporations organized In the- State lo have their capital stock paid up, either In money or property, before the Issuance of n license, "to the end that the State shall not become a silent partner In frauds perpetrated by promoters upon the Investing public " |
